Many disagree, but use of a museumed Orbiter (s) IS the Fastest way to get this Critical capability back re nasaproblems.com

If we every get strong leadership back, use those orbiters in museum, repair & upgrade & get them flying again. Also, fly the x37C re boeing proposal.

This is the proper approach, but we have no leaders to implement it.
